GO.Ms.No.69 Notional Increments to Un Tranided Teachers

The Director of Treasuries & Accounts, Hyderabad,sought for a clarification for payment of arrears ordered in G.O.Ms.No.2, Edn., dated 05.01.2009 the following clarifications have been issued, vide Memo. 5th read above:-

(i) The period of two years apprenticeship of the teachers be counted for the purpose of sanction of two (2) Notional Increments in the regular scale of pay on completion of the apprentice period and on assigning the Pay Scale.

(ii) The fixation of pay shall be done notionally on completion of the two years apprenticeship period and on assigning the Pay Scale from time to time upto 01.04.2009;

(iii) Consequent on notional fixation, the monetary benefit shall be given from 01.04.2009 only;

(iv) The arrears from 01.04.2009 to 31.03.2010 shall be credited to the G.P.F. Accounts of the individuals in respect of the employees appointed before 01.09.2004 and 10% of basic pay and DA on the arrears shall be credited to the Contributory Pension Scheme in respect of the Teachers appointed on or after 01.09.2004 and the balance of arrears shall be credited to the Compulsory Savings Scheme;

(v) The fixation benefit w.e.f. 01.04.2010 shall be given in cash by adding the same in the salary for the month of April, 2010, payable on 1st May, 2010.

6. Subsequently, certain Teacher Unions and Teacher MLCs and MLAs have represented to Government, for extension of the benefits of sanction of two notional increments for the apprentice period given in G.O.Ms.No.2, Edn., dated 05.01.2009, to the Special Teachers and Untrained Special Vidya Volunteers also. Simultaneously, the Joint Action Committee of Employees, Teachers Workers and Pensioners have also included the following request in their demands submitted to the Government:
“Two notional increments will be sanctioned to the untrained teachers belonging to SC, ST and BC categories and Special Vidya Volunteers for the period of untrained service on the date of entry into regular time scale”

7. A Group of Ministers which was constituted to look into the demands of Joint Action Committee of Employees, Teachers & Workers convened a meeting with the Joint Action Committee of Employees, Teachers and Workers and A.P. Secretariat Employees Coordination Committee on 23.01.2011, in the presence of Hon’ble Chief Minister, to resolve the demands placed before the Government. After detailed deliberations, an agreement was entered into by the Government with JAC. In the agreement entered into by the Government with JAC among the agreed demands, the following item (item No.iv) pertaining to School Education Department:

iv.Two Notional increments will be sanctioned to the untrained teachers     
     belonging to SC, ST and BC categories and Special Vidya Volunteers for  
     the period of untrained service on the date of entry into regular timescale.

8. Accordingly, after careful consideration, Government hereby accord permission to the Commissioner & Director of School Education, Hyderabad, to sanction two (2) notional increments for the period of untrained service to the untrained teachers belonging to SC, ST and BC categories and Special Vidya Volunteers, on the date of entry into regular time scale. The fixation of pay shall be done notionally on assigning the regular time scale. Consequent on notional fixation, the monetary benefit shall be given from 01.02.2011.

Andhra Pradesh State Government has issued a G.O. Ms. No.225 Finance (Admn.I I) Department  on 22.06.2010  about Andhra Pradesh Government Employees  Group Insurance Scheme – 1984 – Revision of Groups consequent on implementation of  Revised Scales of  Pay.

       Government, after careful examination of the proposal of the Director of Insurance and the implementation of the Revised Pay Scales- 2010 to the State Government Employees, hereby order that the Employees shall be grouped into the following categories for the purpose of the Group Insurance Scheme with reference to the Revised Scales of Pay – 2010.

           The above revision of Groups shall be effective from June – 2010.The subscriptions as per the revised groups shall be recoverable compulsorily each month commencing from the Salary of June – 2010 payable on 01.07.2010.


          There is however no change in the insurance cover i.e. the amount of insurance cover will be Rs. 15,000/- for each unit of subscription.

           These Orders and Tables shall come in force with effect from 01.04.2014.

The Sanctioning Authorities / Drawing and Disbursement Officers / Treasury Officers/ District Audit Officers / Pay and Accounts Officers / Director of Works Accounts are requested to keep in view of the appended Table while sanctioning and making the Final Payments under Group Insurance Scheme for proper Implementation of the Scheme. Further, the following Instructions shall also be Scrupulously followed.

(1) The Head of the Department / Drawing and Disbursement Officer shall beheld responsible for sanctioning the Group Insurance Scheme Final Payments. If any Excess Payments are found, the Difference Amount shall be collected from the sanctioning Authority and such Officers are liable forDisciplinary Action.

(2)  The Drawing and Disbursement Officer shall recover the Correct Rate of Subscription according to the eligible Group of the Employees. For any Excess / Less Recovery the Drawing and Disbursement Officer shall be heldresponsible.

(3) The Director of Insurance, Andhra Pradesh, Hyderabad shall conduct a regular Audit of all Claims paid under Group Insurance Scheme and send a Report to the Head of the Department concerned.

(4) The Head of the Department concerned shall take action against the erring Officials who are responsible for the Excess / Less Recoveries wherever they are detected.

(5)  Any Excess Payment made, if found during the Audit by the Directorate of Insurance, the same shall be immediately recovered from the concerned and remitted through Challan to the concerned Head of Account by the Drawing and Disbursement Officer and the fact of remittance shall invariably be communicated to the Directorate of Insurance.

(6) If an Employee’s Subscription is not recovered during his Service Period, the Total Subscription along with Interest shall be recovered from the Payments admissible to him.


(7) All the Heads of Offices should take Prompt Action for recording thenecessary Subscription Entries in the Service Registers of the Employees under proper Attestation every Year at the close of March a Certificate shall be recorded in the Service Book of each Employee that Subscription to the Scheme at the Appropriate Rates have been recovered for the Period from April to March. The Entries shall be attested by the Drawing and Disbursing Officer. 

(8) As per G. O. Ms. No. 910, Finance (Admn.II) Department, dated : 28.10.2002.“sanctioning authority shall send a copy of Sanction Orders of the Group Insurance Scheme Payment including calculation slip to the Directorate of Insurance for verification”.

Andhrapradesh state government has issued a G.O.Ms. No.96 Finance Pa(Pay Commission–II) Department  on 20.05.2011 about Implementation of Automatic Advancement Scheme.

By the representation of Joint Action Committee of Employees, Workers and Teachers, Andhra Pradesh Government have agreed for the change of periodicity from the existing 8/16/24 to 6/12/18/24 years, for appointments under the Automatic Advancement Scheme

These orders will come into force w.e.f. 01.02.2010. The arrears of  pay
fixations under this new scheme from 01.02.2010 to 31.05.2011 shall be credited to the respective General Provident Fund Account of the employees concerned. In respect of those employees who do not have General Provident Fund Account and governed by the Contributory Pension Scheme, the arrears for the period from 01.02.2010 to 31.05.2011 shall be credited to Compulsory Savings Fund, under the following Head of Account - 1. Small Savings, Provident Funds etc., (b) Provident Funds, 8009 - State Provident Funds, 01-Civil, M.H.101-General Provident Funds, SH(03) ‘Compulsory Savings Scheme’ under “Public Accounts”.

Accordingly, the Government hereby order that

Special Grade Post Scale (6 years)

An employee on completion of 6 years of service in a particular post shall be appointed to the Special Grade Post Scale which is the next higher scale above the pay scale of the post he/she is holding.


Promotion Post Scale I-A (12 years)

An employee on completion of 12 years of service in a particular post shall be appointed to the Special Promotion Post Scale I-A. It carries the pay scale of the post next above the post held by him which happens to be the promotion post in the regular line as prescribed in the Service Rules. For appointment to the Special Promotion Post Scale I-A he/she shall be fully qualified to hold that promotion post as prescribed in the Service Rules. In other words, such of the employees who have put in 12 years of service in one post without getting any promotion, shall be considered for appointment to Special Promotion Post Scale-I-A, subject to the conditions laid down as above.

Special Adhoc Promotion Post Scale I-A (12 years)

 In case, the Service Rules do not provide for any promotion,the employee on completion of 12 years of service in aparticular post shall be appointed to the Special Adhoc Promotion Post Scale I-A which carries the next higher scale above the Special Grade Post Scale.

Special Promotion PostScale I-B /Special AdhocPromotion Post Scale I-B (18 years)

An Employee on completion of 18 years service in a particular post, shall be allowed one increment in the Special Promotion Post Scale I-A or Special Adhoc Promotion Post Scale I-A as the case may be, which shall be called Special Promotion Post Scale I-B / Special Adhoc Promotion Post Scale I-B.

Special Promotion Post Scale II (24 years)

An employee, on completion of 24 years of service in a particular post, shall be placed in the scale of the post applicable to the second level promotion post to the original post held by him. This is subject to the condition that he is
fully qualified to be promoted to such promotion post as prescribed in service rules and also that such post should belong to the regular line and not outside the regular line. This scale shall be called Special Promotion Post Scale II. In other words, such of the employees who have put in 24 years of service in one post without getting any promotion, shall be considered for appointment to the Special Promotion Post Scale-II, subject to the condition laid down as above.

Special Adhoc Promotion Post Scale II (24 years)

(a) In case, the Service Rules do not provide for promotion atsecond level, the employee on completion of 24 years ofservice shall be placed in the scale of pay, next above thes cale applicable to the Special Promotion Post Scale I-A.This Scale shall be called Special Adhoc Promotion Post Scale II.

(b) In case, an employee holding a post for which there is no promotion post under relevant service rules, he shall be placed on completion of 24 years in the scale of pay next above the scale applicable to the SAPP-I A. This Scale
shall be called Special Adhoc Promotion Post Scale II.

Fixation of Pay on appointment to Automatic Advancement Scheme

 (a) The pay fixation on appointment to Special Grade /Special Promotion Post Scale-I-A/Spl. Promotion Post Scale-II/Special Adhoc Promotion Post I-A and Special Adhoc Promotion Post II shall be under FR 22 (a) (i) read with F.R.31 (2).

(b) One increment shall be allowed in the existing scale on appointment to Special Promotion Post Scale I-B/ Special Adhoc Promotion Post Scale I-B.

Fixation of pay on promotion from Automatic Advancement Scheme Posts

 (a) In case of Promotions from the Special Grade and Special Promotion Post I A &B, the pay shall be fixed under FR 22-B.

(b) In case of promotions from Special Promotion Post Scale II, the pay shall be fixed under FR 22(a)(i) read with FR 31(2).
